I append for your information copy of a letter that has come into my hands, throwing some very interesting light on the methods employed by European morphia and cocaine exporters to avade Customs detection at this end in the interests of their clients.

You are to keep this information to yourself and act on

it with discretion and in such a way that suspicions will not be arous- -ed. Before laying our plans for a more thorough and systematic examination of the classes of goods enumerated, it would be well to ascertain, if possible, what firms are suspected of engaging in this clandestine trade.

detection in connection with Morphia and Cocaine.

Dear Sir,

Frankfurt a. M. 8th.December, 1913.

I am greatly obliged by your favour dated 12th.ultimo from which I was very pleased to see you are considering the possibili- -ty of starting business in cocaine and morphia and as far as I am concerned you can rest assured that you will meet with every help and assistance.

I am quite aware of the fact that this particular

business is connected with a certain amount of risk but on the other

hand I know quite well by practical experience how to minimise this
